Why it happens
- Group Policy blocks optional component downloads from Windows Update.
- The environment relies on WSUS but does not provide a valid alternate source path.
- The device is configured to never attempt payload download from Windows Update.
How to fix it
- Check the optional component repair policy and decide whether direct Windows Update access should be allowed.
- Configure a valid alternate source file path if Internet download is not allowed.
- Coordinate with the domain administrator if the setting is centrally managed.
