Why it happens

The plist file for the Adobe Genuine Service (/Library/LaunchDaemons/com.adobe.agsservice.plist) has incorrect permissions.
The plist file was manually modified or has restrictive permissions from a previous installation.
The current user account does not have the rights to modify the system LaunchDaemons plist file.

How to fix it

Open Terminal on macOS (Command + Spacebar, type Terminal).
Run the command: sudo chmod 755 /Library/LaunchDaemons/com.adobe.agsservice.plist and enter your administrator password when prompted.
Restart the system — the plist will load automatically and start the Adobe Genuine Service.
Retry the Creative Cloud installation after the system has restarted.
