Error 1603 is a generic MSI-level fatal installation error that is computer-specific. It does not point to a single root cause — the actual cause must be identified by reviewing installation logs. Common underlying issues include insufficient folder permissions, running background processes, and startup items interfering with the installer.

  • Insufficient permissions on a folder required by the MSI installer (e.g., the Windows Color folder).
  • Conflicting background processes or startup items interfering with the installation.
  • Leftover files from a previous installation blocking the current install.
  • The installer requires a system restart that has not yet occurred.
  1. Review the PDApp.log or Install.log files to identify the specific cause behind the 1603 error.
  2. Disable startup items and non-essential background services before retrying the installation.
  3. Correct permissions on any folder identified in the log (e.g., granting Administrators Full Control on C:\Windows\System32\spool\drivers\color).
  4. Run the Adobe Creative Cloud Cleaner Tool to remove residual files from prior installs.
  5. Restart the computer and attempt the installation again before other applications start.
