How to fix it

Check the registry at HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\Appx for blocking values and correct them.
Review AppLocker rules in Local Security Policy under Application Control Policies > AppLocker > Packaged app Rules.
Run the Windows Store Apps troubleshooter (Settings > Update & Security > Troubleshoot) to repair the app registration system.
On a managed device, contact IT to adjust Windows policies to allow Adobe app registration.
