Why it happens

A temporary system issue is preventing the installer from completing file operations.

How to fix it

Quit all Adobe applications and confirm no Adobe processes are running in Task Manager (Windows) or Activity Monitor (macOS).
Quit and relaunch the installer, then try again.
Restart the computer to release file locks, then retry the installation.
If installing via the Creative Cloud desktop app, fully quit the app and relaunch it before retrying.
Run the Creative Cloud Cleaner Tool for a clean install if all other steps fail.
