Why it happens

Files in the AdobeGCClient folder are locked or in use by a running process.
Insufficient permissions prevented the installer from deleting the AdobeGCClient directory.

How to fix it

Close all Adobe apps and stop any Adobe background processes.
Manually delete the AdobeGCClient folder at: Windows: C:\Program Files (x86)\Common Files\Adobe\AdobeGCClient; macOS: /Library/Application Support/Adobe/AdobeGCClient.
Relaunch the Creative Cloud desktop app to install the latest version of the Adobe Genuine Service.
Respond to the Adobe Genuine Service consent dialog when it appears.
